- 6. DfE Steering Group: Cwncarn School & warning of school heaters:
HSE FAILURE TO PUBLISH REPORT ON CWMCARN
CCK and ML gave update and serious concerns were expressed over HSE stance NOT to publish report.
Local Authority and Santos have arranged a meeting with HSE to discuss the on- going situation.
CCK reported that a meeting is taking place (today) 17 April; on ‘what to do with Cwncarn’ (possible 1 million pound spends mentioned).
CCK informed JUAC that a ‘Save Cwncarn Group’ was on Twitter.
Agreed: HSE conduct surrounding this issue was deemed astonishing and the lack transparency has created confusion – the need to ask ‘on what basis are they NOT publishing it and a request that it be urgently published’ needs to be addressed.
Action:
- Urgent Freedom of Information request;
- Draft letter to David Laws and cc to DfE and Wales Minister with General Secretary sign off and with Union Logos;
WARNING TO SCHOOLS WARM CABINET HEATERS
The potential hazard needs to be brought to the attention of all schools.
To this conclusion the following recommendations were put forward for action:
- Finalise warning and add all union logos;
- Ask DfE to issue warning with JUAC, but if this is refused;
- All unions to issue JUAC warning to members;
- Send to IBA and LGA and ask for support and distribution;
- Issue press release;
- Release of warning to be sent out by all Unions ASAP and report back to DBu once issued out.

DfE Select Committee ‘Asbestos in Schools’ Evidence Hearing:Discussion took place on the next steps available and the following recommendations were put forward as actions:Send MLs response to evidence to the Clerk to the Education Select Committee (ESC) and JUAC Warning Cwmcarn and cc to S Twigg, Jim Sherridan, Leyton Andrews and Nick Ramsay;Request Annette Brookes add support if possible via AiS;

- 8. Improving collection of data/evidence:Whistleblowing Advice –
Agreed: to bring back as agenda item at next meeting;Highlight at annual conferences, with a joint motion from all education unions – discussion took place surrounding the possible issues of this item.
Agreed: NASUWT to liaise with JW & ML on possible draft joint JUAC motion and to bring back draft as agenda item to next meeting.
SL to send asbestos info held at last NUT conference to assist with this motion;Publications/case histories – to go hand in hand with 8.ii motion, and further discussion needed to move this forward.

Right to know update:CCK gave update and confirmed that the’ Right to Know’ campaign is holding a reception in Wales on 30 April, invites to attend will follow.CCE informed JUAC that there is an on-line petition and asked for support in signing of it https://www.assemblywales.org/epetition-list-of-signatories.htm?pet_id=814AGREED: to put this item back on the agenda at next meeting for updates.

10. EWHN Conference:JMcC gave overview on Conference and reported that there was nothing specifically on Asbestos.AGREED: new JUAC survey needs to be conducted. This to be an agenda item at next meeting.Daybreak School Certificate – AGREED: further thought needed – consider asking Investors in People (IIP) to take this forward as an H&S part of their principles for employers (the need to check how Asbestos will fit in to that criteria will need work). Chair to progress by writing a letter to IIP and report back at the next meeting.ML added that John Francis and Ian Stone (ATAK) might be of interest around the school certificate idea and agreed to progress further. |
